This booklet contains information about funding opportunities for BC agriculture and agri-food producers and processors, as well as industry associations and not-for-profit groups involved with the agriculture and agri-food sector. This booklet is meant only as a guide; detailed program information, including eligibility, can be found through the contacts and websites listed. Programs and initiatives have been arranged in this guide according to a "best fit" approach for producers, processors and industry associations. However, some programs are more broadly based. You are strongly encouraged to contact the programs or institution directly to establish your eligibility for the specific program.
This booklet was prepared by the British Columbia Regional Office of Agriculture and Agri-Food Canada. The BC regional office provides a wide range of services for BC agricultural producers, agri-food and agri-based processors and seafood companies. A key goal of the office is to improve competitiveness across the agricultural sector. That means ensuring that BC producers, processors and industry associations are aware of and successful in accessing programs aimed at increasing innovation, sectoral competitiveness and value added exports. The BC Regional Office assists with program path-finding and industry development, as well as provides marketing advice and expertise for companies interested in exporting.

This federal-provincial program complements and enhances the current stewardship practices of producers. The program encourages producers to develop environmental farm plans (EFP), implement beneficial management practices (BMP), and continuously evaluate their environmental performance.
Funding
Producers are provided with technical resources and assistance to identify the environmental status of their farms, prioritize any potential risks to the environment, and take advantage of tools and techniques available to manage those risks.
Producers who develop and have an approved and valid EFP may be eligible to apply for cost-shared incentives through the Beneficial Management Practices (BMP) Program to implement some of the actions identified in their EFP on-farm environmental action plans.

The EFP program is voluntary and applies to all types and sizes of farm businesses throughout the province.

This federal-provincial program consists of an Outreach and an Implementation phase. The Outreach phase is a food safety and education program which is delivered by provincial commodity organizations that have a national On Farm Food Safety Program or commodity sectors moving towards an internationally recognized standard. The Implementation phase provides funding to support individual food producers that are implementing an On Farm Food Safety Program. The program is delivered by the BC Agricultural Research and Development Corporation (ARDCORP).
Funding
$2.4 million is available over 4 years for this initiative, expiring in 2013. Funding is available at a 90:10 cost share basis for the Implementation element up to a maximum of $3,000 per farm. Funded through Growing Forward, a federal-provincial-territorial initiative.
Who Can Apply
Outreach is available to not for profit organizations who represent BC farmers including provincial and national commodity organizations.
Implementation funding is available to farmers directly involved in the growing or raising of agricultural crops or livestock intended for human consumption in British Columbia whose facilities are not federally registered.

This federal-provincial program is composed of a self assessment component and a consulting component. The self assessment phase will enable producers to measure current business practices and to identify information, training and consulting services that they can use to improve their current business practices. Once a self assessment and an action plan are complete, producers can apply for funding towards business consulting services.
To help producers complete their self assessment and farm action plan the BC Ministry of Agriculture and Lands will be providing a "Growing Your Farm Profits" workbook and delivering "Growing Your Farm Profits" workshops.
Funding
Producers may be eligible for funding toward business consulting services for their operations. These services fall into 2 tiers:
Tier 1- Basic farm financial assessment (100% support of advisory fees up to $1,900).
Tier 2- Specialized business planning (85% support of advisory service fees up to $3,000) to adopt progressive farm business management practices and strategies in nine business management areas:

This federal-provincial program aims to increase implementation of facility–based traceability systems across the primary and secondary agri-food production chains. The program will assist with specific costs related to the purchase and installation of traceability infrastructure and the training of staff to implement traceability systems. The program is delivered by the BC Agricultural Research and Development Corporation (ARDCORP).
Funding
$1.9 million is available over 4 years for this initiative, expiring in 2013. Funding is available at a 75:25 cost share basis up to a maximum of $20,000 per applicant. Funded through Growing Forward, a federal-provincial-territorial initiative.
Who Can Apply
Funding is available to agricultural producers and food processors as well as businesses involved in agriculture or food products. Restaurants and retail food services are not eligible.

This federal program provides producers with a cash advance on the value of their agricultural products during a specified period. Under the APP, the federal government guarantees repayment of cash advances issued to farmers by the participating producer organization. This helps the producer organization borrow money from financial institutions at lower interest rates and issue producers a cash advance on the anticipated value of their farm product that is being produced and/or is in storage.
By improving their cash flow throughout the year, the APP helps crop and livestock producers meet their financial obligations and benefit from the best market conditions.
Funding
Producers can receive a cash advance on up to 50% of the expected average market price of the agricultural product. The maximum cash advance for each producer is $400,000. The federal government pays the interest on the first $100,000. Producers have to repay their cash advances as their agricultural product is sold and must provide proof of sale. The cash advance must be repaid by the end of the production period which generally runs a maximum of 18 months (from April to September of the following year).

To be eligible, the producer must be:
Eligible agricultural products include crops, livestock, other animals, grains and oilseeds, fruits and vegetables, fur pelt, honey, maple syrup, and tobacco.

Under the Income Tax Act a tax deferral is available to livestock producers who sell part of their breeding herd due to drought, flood or excessive moisture conditions. It permits producers in designated regions to exclude a portion of the sale proceeds from their incomes until the following taxation year. As a result, the full amount of the proceeds eligible for the deferral will be available to replenish their herds in the following taxation year.

To defer income, the breeding herd must be located in a regional district designated by the Minister, and must have been reduced by at least 15 %.

This is an $8 million federal-provincial program for the British Columbia tree fruit and grape industries. The funding provides for the removal of plant stock, replanting and the development of strategic regional plans.
Funding
Applicants can receive up to $4,000 per hectare.
Who Can Apply
Applicants for the removal portion of the program must be actively engaged in tree fruit and/or grape production; must be the owner or lessee of the land to be renovated; the orchard and/or vineyard must have at least 1 hectare (2.47 acres) in producing tree fruits and/or grapes and be located in British Columbia.
Applicants for the development of regional strategic plans portion of this program must be not-for-profit organizations and/or industry associations.

This federal program provides technical assistance and tree and shrub seedlings for the establishment of shelterbelts and other agroforestry, conservation, and reclamation projects on agricultural and eligible lands in the Peace River region of British Columbia (as well as the prairie provinces). The aim of the program is to improve the performance and sustainability of the agricultural sector by helping to achieve the social, economic, and environmental benefits of agroforestry.
Funding
Tree and shrub seedlings and technical assistance are available to eligible landowners at no charge. Landowners must apply for trees by filling out a PSP application form. Eligible applicants are responsible for seedling transportation costs, planting, and maintenance.
Who Can Apply
Eligibility for tree seedlings and technical assistance through the PSP is based on the land owned. Eligible landowners in BC must be in the Peace River region and may include private landowners, public land managers, and First Nations band councils or individuals.

This provincial program assists BC beef and sheep producers add more value to their livestock operations by helping them raise their calves or lambs to heavier weights before selling. The program increases the availability of livestock feeding credit by encouraging the formation of farmer owned cooperatives, called Feeder Associations. These Associations borrow money from banks or credit unions and purchase cattle or sheep for grassing, or feeding out, on members' farm or feedlot. The province provides a loan guarantee to the Association's lender.
The Bred Heifer Program is an extension of the FALG program. It allows farmers to start a cow herd or increase an existing herd under an expanded provincial feeder associations program. Under the Bred Heifer Program, association members may purchase heifers or young cows for their herd, repaying the Association loan by selling the calves from these cows. The program helps many areas of the province to diversify and stabilize farm operations.
Funding
The Province of British Columbia will guarantee to the lender repayment of up to 15 % of the loans outstanding under the Bred Heifer Program and 25% under the BC Feeder Associations Loan Guarantee Program.
The guaranteed loan limits are determined by the Association depending on the length of membership with the Association.
Feeder loans are for a maximum 12 month period only for the purchase of feeder cattle. Bred Heifer loans are for a five-year term, with annual payments of principal plus interest.
Who Can Apply
British Columbia residents, who are at least 19 years of age and own or lease a farm in British Columbia, are eligible. Guaranteed loans may be used only to purchase bred heifers or young cows or the purchase of feeder cattle, not feed or facilities.

This federal program provides farmers with access to credit. Farmers can use these loans, offered through most financial institutions, to establish, improve, and develop farms; while agricultural co-operatives may also access loans to process, distribute, or market the products of farming.
Funding
The maximum loan is $500,000 for land and the construction or improvement of buildings and $350,000 for all other loan purposes. The aggregate loan limit for any one farmer is $500,000. Agricultural co-operatives may receive up to $3 million with the Minister's approval.

Eligible participants include: existing farmers, beginner/start-up farmers, farmers taking over the family farm, and agricultural co-operatives with a majority (50% + 1) farmer membership.

This is a $200 million federal program that provides repayable contributions for the construction or expansion of transportation biofuel production facilities. The goal is to provide an opportunity for agricultural producers to diversify their economic base and participate in the biofuels industry through equity investment/ownership in biofuels production facilities.
Funding
ecoABC can provide a repayable contribution towards an individual project of up to $25 million or twenty-five percent (25%) of eligible project costs, whichever is less. An applicant may invest in several ecoABC projects. Each project would be individually subject to the funding limits.
Who Can Apply
Funding is conditional upon agricultural producer investment in the biofuel projects, and the use of agricultural feedstock to produce the biofuel.
Eligible applicants include corporations, individuals, and partnerships. Applicants cannot be subject to controlling interest by a federal, provincial or municipal government.

AgriStability is a margin-based program which provides support when a producer experiences a large income decline. Payments are based on a decline in the farm's current year margin compared to an average historical margin.
Funding
Program benefits are triggered when a participant's income in the program year falls more than 15% below the average income from previous years. The greater the decline in income, the greater the payment.

Who Can Apply
Generally, individuals or entities that derive income from the primary production of agricultural commodities, as defined by the program, are eligible to participate in AgriStability.

AgriInvest helps producers protect their margin from small declines. With AgriInvest accounts, producers have the flexibility to use the funds to cover small income declines or to make investments to mitigate risks or improve market income. The program is bankable, as producers will be able to easily predict the government contribution to their account each year.
Funding
Each year, producers can deposit up to 1.5% of their Allowable Net Sales (ANS) into an AgriInvest account and receive a matching contribution from federal and provincial governments. The account is self-managed; producers can withdraw the funds at any time.
For AgriInvest purposes, eligible participants are limited to ANS of $1,500,000 per year. Based on this limit, the largest matching government contribution would be $22,500.

Who Can Apply
Generally, individuals or entities that derive income from the primary production of agricultural commodities except those covered under supply management are eligible to participate in AgriInvest. Producers of supply managed commodities, who also produce allowable commodities, may be eligible for AgriInvest based on the non-supply managed portion of their farming operation.

This program helps producers manage their risk of crop losses caused by naturally occurring perils such as: hail, spring frost, excessive rain, flood, fire, drought, etc.
Funding
The program consists of minimum and optional insurance coverage. Minimum coverage provides some protection against disasters for a very low cost. Options allow you to tailor your insurance coverage to meet your individual needs. Production Insurance premiums are cost shared between the two levels of government (federal and provincial) and the producer.

Within the 7 crop type program plans, there are over 30 different commodities eligible for insurance. The 7 major plans or crop types include: berries, forage, grain, grapes, flower bulbs, tree fruits and vegetables.

AgriRecovery is a framework under Growing Forward which provides a process for governments to quickly determine whether or not further assistance beyond existing programming (e.g., CFIA, AgriStability, AgriInsurance) is warranted and if so, what form that assistance should take. Where federal and provincial governments agree that assistance is warranted, the form of assistance will be unique to the specific disaster situation.
The purpose of AgriRecovery is to help affected producers resume business operations and/or take actions to mitigate the impacts of a disaster as quickly as possible.

This is a $134 million federal program over five years aimed at accelerating the commercialization of new agricultural products, processes, or services that are currently not produced or commercially available in Canada and are ready to be introduced to the marketplace.
Funding
The Agri-Opportunities Program provides repayable contributions of up to $10 million per project in the form of interest free, unsecured loans in order to leverage private investment in commercialization of innovations that will benefit the agriculture and agri-based industry. Contributions are repayable over eight years and private sector funding should be at least 33% of total project costs.
Who Can Apply
Corporations, both small and large, agricultural producers, Canadian agri-businesses, co-operatives, Aboriginal groups, academic institutions, Canadian subsidiaries of foreign companies, individuals, non-government organizations and not for profit organizations.

The AgriProcessing Initiative (API) is a $50 million initiative designed to enhance the competitiveness of Canada's agri-processing sector . The repayable contribution program provides support for projects that involve the adoption of new manufacturing technologies and processes essential to sustaining and improving the sector's position in today's global marketplace.
Funding
API provides funds for the purchase of new machinery and equipment (novel to company). Eligible costs also include those associated with services related to the consultation, design, and installation of the equipment implicated. Approved applicants can receive up to $2M per project or up to 50% of eligible costs, whichever is less. API repayable contributions are non-interest bearing and unsecured.
Who Can Apply
API is available to co-operatives and for-profit companies incorporated in Canada providing they are predominantly engaged in the processing (physical or chemical transformation) of raw agricultural commodities or agri-based ingredients; operate a processing facility in Canada; and have reported employment expenses for at least one year immediately prior to application.

This is a $2.7 million federal-provincial program that provides funding for educational workshops, one on one consultations and offers funding to food processors to implement GMP and/or HACCP and/or ISO 22000. The program is delivered by the Small Scale Food Processor Association.

Funding is available for food safety workshops, consultations and implementation of food safety standards like GMPs, HACCP and/or ISO22000.

This is a $76.46 million federal initiative designed to help key industry-led agricultural organizations to pull together national scientific and technical resources to establish clusters to support innovation for enhanced profitability and competitiveness.
Funding
Canadian Agri-Science Clusters will support the implementation of applied science activities and pre-commercialization strategies that address national sector priorities, activities and market opportunities.
Canadian not-for-profit corporations in the agriculture, agri-food, and agri-based products sector can apply for both the full up to $16 million proposal and for the planning of a Canadian Agri-Science Cluster. Funding through this initiative will be at a maximum of 75% of eligible expenditures, to a maximum of $16 million per Canadian Agri-Science Cluster. The remaining expenditures must be met through a cash contribution from non-government organizations.
Funding will also be available to support applicants in the planning and development of an applied science, technology development, and commercialization strategy. Funding will cover up to 50% of the eligible expenditures to a maximum of $125,000. This funding will be considered part of the maximum funding available to the cluster.
Who Can Apply
Eligible recipients are not-for-profit agricultural corporations. The corporation must be managed by a Board of Directors comprised of stakeholders from within the agricultural, agri-food, and agri-based products sectors.

This is a $70.44 million federal program designed to support industry-led science and technology projects that bridge the gap between ideas, discoveries and products in the marketplace. The goals of the DIAP are to encourage the agricultural, agri-food and agri-based products sector to develop new or expand existing innovation opportunities, such as value chains, and to provide access to Canadian scientific and technical support.
Funding
There are two streams of funding:
Stream A: Funding up to 75% of eligible expenditures, to a maximum of $2 million may be provided to support collaboration and planning by stakeholders to create and expand agriculture, agri-food and agri-based innovative opportunities.
Stream B: Funding up to 75% of eligible expenditures to a maximum of $4 million may be provided to transform innovative ideas into new agri-products, practices and processes by helping the private sector access applied science research and development resources.
Who Can Apply
Canadian for-profit and not-for-profit organizations in the agriculture, agri-food, and agri-based sector are eligible to apply.
Eligible projects are those that focus on developing new opportunities or expanding existing value chains and increasing market opportunities in the agri-based product sector. The projects should pull together the best expertise from universities, government, and other research organizations under industry leadership to enhance Canada's capability to pursue science and technology development and application.

This National Research Council (NRC) program is Canada's premier innovation assistance program for small and medium-sized enterprises (SMEs). The program provides financial, technological, and networking assistance to SMEs. Working directly with these clients, NRC-IRAP supports innovative research and development and commercialization of new products and services.

NRC-IRAP offers two kinds of financial assistance:
Research and Technology Development Activities:
NRC-IRAP provides non-repayable contributions to Canadian SMEs interested
in growing by using technology to commercialize services, products and
processes in Canadian and international markets. NRC-IRAP also provides
mentoring support and invests, on a cost-shared basis, in research and
pre-competitive development technical projects.
Youth Employment Strategy Programs:
NRC-IRAP's Internship Program in partnerniship with the Departmetn of
Human Resources and Social Development Canada (HRSDC) provides firms
with support to hire post-secondary graduates. Firms benefit from the
graduate's expertise in a diverse variety of disciplines, and graduates
gain valuable work experience that will help open the doors for future
employment.

Industry Canada's Canada Small Business Financing Program seeks to increase the availability of loans for establishing, expanding, modernizing, and improving small businesses in Canada. It does this by encouraging financial institutions to make their financing available to small businesses.
Under the Program, a small business must apply for a loan at a financial institution (bank, credit union or caisse populaire) of its choice. Application is not made to the Canada Small Business Financing Program Directorate.
While Industry Canada is responsible for the administration of the Program, financial institutions are responsible for all credit decisions and for making the loans.
Funding
Eligible businesses can receive up to a maximum of $500,000 for any one business, of which no more than $350,000 can be used for purchasing leasehold improvements or improving leased property and purchasing or improving new or used equipment.
Who Can Apply
Most small businesses starting up or operating in Canada – excluding farming, not-for-profit organizations, charitable and religious enterprises – are eligible as long as their gross annual revenue does not exceed $5 million.
Farming businesses are not eligible under this program.

Western Economic Diversification Canada, in cooperation with Vancity Capital Corporation, offers the Growth Capital Loan Program. The program is designed to provide debt financing for projects not normally financed by traditional lending institutions.

The Growth Capital Loan program provides loans for general working capital to support growth, purchase of highly specialized equipment which has limited resale value and is thus not considered adequate security by conventional lenders; on-going research and development; commercial product development; market development; new production and services capacity; and/or export expansion.

This federal tax incentive program, administered by the Canada Revenue Agency (CRA), encourages Canadian businesses of all sizes, and in all sectors to conduct research and development in Canada. It is the largest single source of federal government support for industrial research and development .
Funding
The SR&ED program gives claimants cash refunds and/or tax credits for their expenditures on eligible R&D work done in Canada.
Generally, a Canadian-controlled private corporation can earn an investment tax credit (ITC) of 35% up to the first $2 million of qualified expenditures carried out in Canada, and 20% on any excess amount. Other Canadian corporations, proprietorships, partnerships, and trusts can earn an ITC of 20% of qualified expenditures for SR&ED carried out in Canada.
Who Can Apply
To qualify for the SR&ED program, the work must advance the understanding of scientific relations or technologies, address scientific or technological uncertainty, and incorporate a systematic investigation by qualified personnel. Work that qualifies for SR&ED tax credits includes experimental development, applied research, basic research, and support work.

The Industrial Cooperation Program (CIDA-INC) is managed by the Canadian International Development Agency (CIDA). The program provides financial support to Canadian companies that start a business or provide training in developing countries. The objective of CIDA-INC is to promote sustainable development and poverty reduction in developing countries by stimulating private sector development and investment.
Funding
Financial support is provided through one of CIDA-INC's two mechanisms. The Investment Mechanism provides funding for viability studies or start-up support to Canadian companies producing goods or services that seek to invest in developing/transitioning countries. The Professional Services Mechanism provides funding for feasibility studies or implementation support to Canadian consulting firms that seek to provide professional advice, or implement and transfer technology for a national or regional infrastructure project. Projects must have funding from the host country government or an international funding agency other than CIDA.
Who Can Apply
The CIDA-INC program funding is available for financially sound Canadian firms that produce goods or services and Canadian consulting firms. Companies must have been in business for at least three years, with annual sales over $700,000 for at least two consecutive years. Companies must be prepared to make a long-term commitment to the project, have established contacts with a partner in the host country, found other sources of potential funding and be prepared to invest in the developmental aspects of the project.

Industry contributions of twenty-five percent (25%) or more are preferred, with a target of fifty percent (50%) of the total eligible proposal costs.

The Pesticide Risk Reduction Program is a joint initiative of AAFC and Health Canada's Pest Management Regulatory Agency (PMRA) that focuses on developing and implementing reduced risk solutions for pest management issues that have been identified as priorities by growers. This is a $163 million federal program over five years with a focus on helping the industry to seize opportunities, respond to new and emerging issues, pathfind and pilot solutions to new and ongoing issues. The Agri-Food Futures Fund (AFFF) is a joint federal-provincial initiative with funding from the former Canada – British Columbia Framework Agreement on Agricultural Risk Management. The Investment Agriculture Foundation of B.C. serves as the trustee of the fund and handles administration for some of the initiatives, with the rest delivered by a variety of industry organizations.
